Landelijke agenda zorg -en veiligheid – 2025
For complex social issues such as individuals with confused or erratic behavior, domestic violence, or youth care, close cooperation between the care and safety domains is becoming increasingly important. These domains encompass a wide range of organizations that must work together to establish practical agreements within their municipality and/or region in so-called policy networks. These include the police, mental health services (GGZ), social shelters, the Public Prosecution Service, as well as housing corporations and government bodies. To provide a framework for these collaborative arrangements, the national Steering Committee on Care and Safety has been established. This committee consists of representatives from national umbrella organizations for care and welfare institutions, the relevant government departments, and the Association of Netherlands Municipalities (VNG).

Public Mediation facilitated the development of the national 2030 agenda together with representatives from more than 20 organizations. Through a series of five working sessions—based on Public Mediation’s vision of effective network collaboration—participants jointly reflected on differences in perspectives and institutional contexts. This process ultimately led to the formulation of shared ambitions and guiding principles.
